Surveyors Robert Russell and Frederick Robert D’Arcy were assigned to the Port Phillip District soon after the appointment of William Lonsdale as Police Magistrate. In the absence of any other government mechanisms in Port Phillip, they were also appointed Commissioners of Crown Lands to give them the powers to conduct their work surveying the new district.
At the time, a Commissioner of Crown Lands was a set of duties. It was not until 1837 that Commissioner of Crown Lands became a full-time position with responsibility for an entire district. Peter Snodgrass was the first such Commissioner of Crown Lands for Port Phillip, appointed in 1838.
